There will be plenty of cheap Myanmar guesthouse in Myanmar that tourist can stay. But there are some Myanmar guesthouses that you can't stay as they have no license to accept foreigner.
In some Myanmar places, like Thandwe, there is simply no place for you to stay and you are directed toward more expensive Myanmar hotels in Ngapali beach. That is because the beach is quite near to the town Thandwe and Myanmar guesthouses are only for local Myanmar people. Any cheap Myanmar guesthouse has to have different Myanmar government licenses to accept foreigner and pay higher tax in Myanmar.
But you will find many cheap Myanmar guesthouses in Yangon, Mandalay, Inle and Bagan as this Myanmar places are hot tourist place and easy to find cheap Myanmar guesthouses. Only some places like Kyinkin, Ayeyarwaddy Division in Myanmar, you need to worry about where you are staying. You can only find two Myanmar guesthouses and they don't have license to accept foreigners but authority let you stay at those Myanmar guest house that as they have no choice. But you can't stay longer than a night.
